The West Caln Township Police Department is asking for public help in identifying the owner of a dog who was abandoned in the remote woods of the area. The dog was tethered to a tree with a chain. There was an empty bag of food and an empty bowl of water beside her.

The dog, now named Penelope, was hungry and thirsty when rescued. Nobody knows how long she was tied there. The cops later called the local SPCA for help. Penelope had no identification details other than her pink collar. So she will be put up for adoption after the wait period of 3 days.
